EVwire brief: Tesla has published a full safety evidence dashboard for its FSD Supervised system in Europe, consolidating nine findings across three datasets into a single public page. The filing supports Tesla's application for EU-wide approval under UNECE R171.01 exemptions ahead of a decisive October 6 committee vote.
The headline European claim: across 102 million kilometres (63 million miles) of customer driving in five approved countries, FSD Supervised vehicles were involved in 4.1× fewer crashes than manually driven Teslas with Active Safety features turned on. That is not a comparison against average drivers. That is Tesla's own cars, with Tesla's own safety suite active, as the baseline.
The dashboard is a structured regulatory submission, built to satisfy the Technical Committee on Motor Vehicles (TCMV) ahead of their October 6 vote on whether to extend FSD Supervised approval from five countries to the entire European Union. And it is dense, with nine separate findings, three independent datasets, and numerous tables worth of data.
Here is what is actually in it.
Tesla’s dashboard draws on three distinct pools of driving data, each answering a different question.
Dataset 1: European customer data. Real-world driving from approximately 70,000 FSD Supervised users across the Netherlands, Lithuania, Estonia, Denmark, and Belgium, collected between April 10 and August 24, 2026. This is the centrepiece: actual collision rates on actual European roads.
Dataset 2: North American fleet data. Roughly 3 billion kilometres (1.9 billion miles) of FSD Supervised driving across the United States and Canada in 2025. This is the volume play, with a much larger sample showing longer-term safety trends.
Dataset 3: European engineering fleet. About 1.6 million kilometres across eight countries (Germany, the Netherlands, Spain, France, the UK, Italy, Switzerland, and Finland), combining Tesla's own test drivers with over 230,000 scenario-based validation tests.

Tesla’s 4.1× Safer European claim
This is the number Tesla wants regulators to see first, so let's unpack it. On European highways, FSD Supervised vehicles recorded 3 collisions across 65.5 million km. Manually driven Teslas with Active Safety on recorded 137 collisions across 578.1 million km. That is a 5.1× improvement for FSD on highways.
On non-highway roads, FSD recorded 9 collisions across 36.6 million km, compared to 490 collisions across 717.6 million km for manual driving. A 2.7× improvement. Combined: 12 FSD collisions across 102.1 million km (a rate of 0.118 per million km) versus 627 manual collisions across 1,295.7 million km (0.484 per million km). That is the 4.1× figure. Reuters independently verified these collision counts.
The surrogate safety metrics reinforce the picture. FSD Supervised showed 13.8× fewer Automatic Emergency Braking events, 9.4× fewer harsh accelerations, 8.0× fewer harsh braking events, and 7.6× fewer hard swerves compared to manual driving with Active Safety on.
One thing worth noting: an earlier figure from July put the European improvement at 5.2× over 65 million km. With more data (102 million km now), the ratio has settled to 4.1×.
Tesla’s North American fleet
The NA data runs much deeper. Across roughly 3 billion km of driving in 2025, Tesla reports major collision reductions on every road type: 44.7% on highways, 68.8% on arterials, 49.6% on urban roads, and 40.3% on local streets.
AEB events dropped by 74 to 84 percent depending on road class.
Lane changes are where the data gets striking. Across 377 million total lane changes (163 million on highways, 214 million off), FSD Supervised produced 99% fewer minor collisions on highways and 93% fewer on non-highway roads. Zero major collisions across the entire set.
Driver fatigue, measured as an incidence rate ratio, came in at 0.333: a 67% reduction, statistically significant at p<0.001.
Tesla’s European engineering fleet
Tesla's own test fleet logged approximately 1.6 million km across eight European countries, with 793,000 miles driven exclusively on FSD Supervised. The result: zero at-fault collisions.
The scenario testing adds granularity. Across 230,000+ structured tests in six cities, pass rates stayed remarkably consistent, with Amsterdam at 98.9%, Munich at 99.4%, Barcelona at 98.2%, Rome at 99.5%, Paris at 99.5%, and Copenhagen at 99.0%.
Weather barely moved the needle: clear 98.3%, cloudy 98.6%, rain 98.9%, fog 98.6%. Time of day was similarly flat: daytime 98.5%, night 98.8%, twilight 98.2%.
Speed compliance: across 708 samples, 98% of FSD Supervised driving was at or below median traffic speed, and 99.9% never exceeded the fastest nearby vehicle. This directly addresses concerns from countries such as France, which cited FSD Supervised’s alleged tendencies to overspeed as a reason why it opposes the system.

Context:
The October 6 vote
All of this data exists for the TCMV vote on October 6, 2026. The Technical Committee on Motor Vehicles will decide whether to extend FSD Supervised approval from the current five countries to the entire EU under UNECE R171.01 exemptions. A “Yes” vote would make Tesla the first automaker to receive EU-wide approval for an SAE Level 2 advanced driver-assistance system of this scope.
FSD Supervised in Europe so far
FSD Supervised launched in Europe via the Netherlands on April 10, 2026, under a Dutch Article 39 exemption certificate issued by the RDW (the Dutch vehicle authority). Lithuania followed on May 20, Estonia on May 29, Denmark on June 9, and Belgium on June 10. All five countries operate under the same Dutch certificate.
By the time the dashboard was published, roughly 70,000 European Tesla owners were using FSD Supervised, collectively driving about 1 million km per day.
The RDW's own independent assessment included a review of 1.8 million km of data, over 1,000 test runs across 3,000 hours, and an analysis of 24 million km of customer driving. As per the RDW, 40,000 Dutch Teslas using FSD Supervised drove those kilometres "without relevant incidents" through mid-June.

This map was shared by Tesla VP of AI Software Ashok Elluswamy's presentation at CVPR 2026 back in June. Tesla is aiming to get FSD approved in all of Europe.
EU-wide approval requires a qualified majority in the TCMV: at least 15 member states representing at least 65% of the EU's population. The five countries where FSD Supervised currently operates represent roughly 8.9% of the EU population. That is a long way from 65%.
Not every country is on board. France rejected FSD Supervised in its current form in July 2026. Sweden and Finland have raised concerns. Denmark, which initially hesitated, reversed course and approved the system in June.
The European Commission reported 19,400 road deaths across the EU in 2025, which translates to roughly 53 people per day. Tesla argues that if FSD Supervised demonstrably reduces crashes, delaying its approval quite literally costs lives.
