Port of LA's new EV incentive program offers up to $300K per truck, including the Tesla Semi

EVwire brief: The Port of Los Angeles has launched a $75 million Zero-Emission Truck Purchasing Incentive Program that could significantly reduce the cost of deploying battery-electric Class 8 trucks such as the Tesla Semi.

Under the program, licensed drayage carriers can receive up to $300,000 per truck when purchasing at least 10 battery-electric Class 8 trucks, with individual fleets eligible for as much as $24 million in total funding. Applications are open through December 3.

The incentives are available to Licensed Motor Carriers participating in the Port Drayage Truck Registry and are funded through a combination of a $50 million U.S. EPA Clean Ports Program grant and $25 million from the Port's Clean Truck Fund.

Incentive funding will be provided for up to $300,000 per truck and a total funding opportunity up to $24,000,000 per LMC. The Harbor Department has up to $75 million in incentive funds to subsidize the purchase of ZE trucks. Of the $75 million, the Harbor Department will contribute $25 million and there is an additional $50 million available through a subaward under the Environmental Protection Agency Grant Number 5Y-97T27601-0 to assist in the purchase of at least 250 zero-emission drayage trucks.

A $300,000-per-truck incentive is a serious nudge toward drayage fleets going electric.

For fleets considering the Tesla Semi, the program could substantially reduce acquisition costs. Combined with California's existing commercial truck incentives, eligible operators may be able to lower the upfront cost of deploying Tesla's electric Class 8 truck even further.

The initiative is part of the Port's broader effort to accelerate the transition away from diesel drayage trucks serving the San Pedro Bay port complex. More than 540 zero-emission trucks are already operating across the Ports of Los Angeles and Long Beach as the region continues investing in electric freight transportation.

With all the incentives in California, businesses might soon find it strange not to opt for the Tesla Semi.

Context:

This port-level award is separate from the state incentives EVwire covered in June, where small fleets stacking California's HVIP voucher (up to $120,000 per truck) with the new California Clean Fuel Reward (up to another $120,000) could bring a roughly $290,000 Long Range Semi down near $50,000 out the door.

The two programs aren't really aimed at the same buyer. HVIP and CCFR reward small fleets buying just a handful of trucks, while the Port's new incentive specifically requires committing to 10 or more. A large drayage fleet going all-in on the Semi could plausibly qualify for both layers of support, though the Port hasn't said whether or how the awards can be combined.
