EVwire brief: The Swedish Transport Agency stated that it is still analyzing whether existing Tesla vehicles in Sweden whose owners purchased Full Self-Driving can legally receive FSD Supervised through future software updates.
The statement comes as FSD Supervised moves through the European approval process following provisional type approval issued by Dutch regulator RDW in April.
Sweden’s transport authority emphasized that the current EU process primarily concerns approval of new vehicles rather than cars already in operation.

The Swedish Transport Agency emphasized that the EU’s current approval process primarily concerns type approval for new vehicles instead of cars that are already operating on public roads.
That distinction creates uncertainty for existing Tesla owners who already purchased FSD and are waiting for the feature to become available through a software update.
The agency said it is currently analyzing how any future EU approval could legally apply to vehicles already in use in Sweden. Until that process is completed, regulators said there are no guarantees regarding FSD Supervised’s activation for current owners.
“Those who can and want to update their vehicles with FSD need to wait until that process is complete.”
The issue affects thousands of Tesla owners in Sweden, some of whom have already paid approximately 77,700 Swedish kronor (around $8,400) for FSD despite the feature not being available locally yet.

EU review process for Tesla FSD is ongoing
A broader EU-level review is currently underway to determine whether Tesla’s FSD system is suitable for use on European roads. If approved by member states, a wider European launch could potentially occur as early as summer or fall 2026.
Elon Musk addressed Europe’s lengthy approval process for FSD Supervised during the first quarter 2026 earnings call:
“It took us an immense amount of time just to get Supervised Full Self-Driving approved in Europe. We don't control the regulators. We push as hard as we can but it's ultimately up to the governments in Europe and the EU to decide what to do.
“We've only been approved in the Netherlands. We expect to be approved in a lot of other countries and I think the Supervised FSD goes to Brussels for EU review in May.”
